I'd think an autoconf macro would be ok, to be used for instance

        AC_LIBTOOL_PICDEF([-DPIC])
        AC_PROG_LIBTOOL

which I guess would just insert its argument into $pic_flag.

I wonder if it should work on a per-tag basis.  Though for the GMP asm
files stuff we're only interested in C, so that would be enough to
start with.
