I don't know the internals of gettext.

I thought you meant that Bruno had a macro that did AM_INIT_AUTOMAKE-a-like
AC_SUBSTing for gettext's needs, and that another similar macro could do the
necessary for libltdl. Would that it were so simple ;-)

For libtool-1.6, we could advocate using libltdl as I have done in CVS m4.
After that we might examine the possibility of trying to get automake to
generate Makefile.in's that can work in an autoconf only environment.
