Thanks for reporting this.  I've applied the patch below to HEAD.
bootstrap should notify failure (but IMHO not stop because of this --
hate to waste those hours just because texinfo was too old), I'll look
into that eventually.


        * (doc/notes.txt): Use --no-headers instead of
        --plaintext for makeinfo.
