I've been using Lightning on x86_64, and with help from the test
functions, I noticed something strange. It seems I can use jit_finish
to call functions defined in the same file as the JIT code, but not
dynamically linked functions. (Not sure about statically-linked
functions in a different file yet.)

Try that, and try using gdb to see where the call ends up jumping to.

The printf.c test contains a dummy
function that I assume was added as a workaround for this. Is this
expected behavior?

No, the dummy function in printf was added as a workaround for the (lack of) varargs function support.
