http://code.google.com/p/lilypond/issues/detail?id=2656Comparing the fonts, I see that the Windows version contains additional glyphs for Vietnamese. This is strange somehow, given that the fonts get distributed with LilyPond (or are you compiling by yourself?). Anyway, I don't see a difference which could explain the missing kerning.
Can you copy, say, the Linux version of the CenturySchL-Roma font to Windows, then calling lilypond to build Windows2657-font-kerning.ps again?
