The change is exactly as intended.  The regtest fudges around with an  
artificial "cue" Voice in order to have \cueDuring look like \quoteDuring.   
However, that does not actually work as one can see by replacing the  
direction #1 with #-1: the quoted voice is unaffected.

If you want to affect it while quoting, it makes much more sense to use
<< \quoteDuring ... \\ ... >>
here.

The regtest is plain weird and only half functional.  After the change, a  
different part is non-functional than before it.  It should likely be  
replaced by something saner, but I think it is fine to do that as a  
separate issue.
