The issue is that skylines are linear approximations of complex shapes, and if we start doing lots of operations on the linear approximations, they will deviate more and more from the original.
So, the approach of creating a primitive for skyline work seems reasonable, in the same way that there are various primitives for just ps or just svg. However, whatever that primitive is should be able to deal with the examples in this bug report.
