The Fixed_2_16_3 label is sort of a nuisance but I think at this point of  
time it makes little sense to bother with 2.16 releases any more.  In  
particular as there were several other lexer/EOF related fixes pushed since  
then.

I'm changing this to Fixed_2_17_10 which may not be entirely accurate but  
is what has been reported as working.
