Staff.TimeSignature.space-alist.first-note  is the correct property to set  
the spacing between time signature and the reference point of the first  
note.  Increasing it in the examples above should increase the distance.

There are other rules constraining the spacing, though.  When  
the 'extra-space' is set very short, some padding or something becomes the  
limit to close spacing.
(In this particular type of spacing, I think there are still one or two  
hard-coded spaces of about 0.3 staff-space, that cannot be removed with  
user-accessible settings.)
