Assuming that you mean that you want comments on 
cygwin/bug-lilypond-cygwin.sh.

First of all, you introduced some bug in the
makefile:

make[1]: Entering directory `/home.local/matsb/Private/lilypond/cygwin'
GNUmakefile:13: *** missing separator.  Stop.


Second, there's no need to echo environment variable settings, 
since that's already done in the output of ly2dvi --verbose.

My standard response when someone experiences font problems is
to let them run 
kpsewhich feta20.mf
kpsewhich feta20.pk
which could be useful to include in the script.
