Attachment of reversed noteheads

Is it on purpose that noteheads attached to the "wrong" side of the stem 
are shifted noteheadwidth instead of noteheadwidth-stemwidth - so that 
the normal noteheads overlaps the stem whereas the reversed noteheads do 
not overlap the stem?
