I solved this problem by re-upping debian/changelog, which had a line
at the top:

<<<<<<< changelog
lilypond1.7 (1.7.30cvs-0.local.1) unstable; urgency=low

  * Local build.

Since I'm sure I've never manually edited this file, it seems like it
must be a problem with the debian build process and/or instructions.
