try the space-alist property of TimeSignature, and add

    (next-note . (semi-fixed-space AMOUNT))

Or somesuch; check the define-grobs.scm for examples. This is what
BarLine has:

                        (first-note . (fixed-space . 1.3))
                        (next-note . (semi-fixed-space . 1.3))
