I doubt that there would be a need for this. The coders know what they want to 
do (see http://savannah.gnu.org/cgi-bin/viewcvs/lilypond/workbook/TODO), and 
feature requests are mostly replied with something like "yes, that's a good 
idea, you are welcome to implement it". Would anyone have any use for a list 
of feature requests?
