Hello Jan,
I've completed the building of 2.3.22 from the source archive.
I used your cygwin packages: guile-1.6.5-1, libguile12 (1.6.5-1) and
libguile16 (1.7.1-2004.....).
Your 2.3.22-1 build worked as well.
