You can already do this with the PDFs.  Adding big pages should be easy,
I just attempted it but I'm getting stuck with a texi2html crash on the
French Learning Manual:

LANG= texi2html --I=./out-www -D bigpage --lang=fr -I 
/home/lilydev/git/lily/master/Documentation/user -I 
/home/lilydev/git/lily/master/Documentation/user/./out-www -I

I was actually afraid of remarks about "empty" (i.e. untranslated)
sections, but this is also true with PDFs, and this is no longer a good
reason as we have translations status pages.
