Release notes in German

maybe my last mail ended up in your spam folder, so here another try:

I translated a first version of the release notes, at the moment at

http://marginalis.de/lilypond/release-notes.txt

Feel free to put it to the wiki yourself, or try to add me again, ( I 
never got any message from there).
How did you mean to include the translated message so it would 
automagically show up for German browser users? I didn't understand how 
it would work.
