doc build broken

In gub3, the doc build seems broken. 'make all', completes
successfuly, but I am left with
address@hidden gub3]$ ls uploads/webdoc/
v2.13.0
address@hidden gub3]$
while I have built 2.13.1 binaries. This breaks the upload script
that expects to see a uploads/webdoc/VERSION directory.
