This all looks very confused. There is a mechanism to make voices
switch between staves automatically. I suggest you piggy-back off
that, generating a list of clefs with moments when to insert the
clefs, similar to scm/autochange.scm ; then translate that list into a
bunch of \skip and \clef commands.
