It's not a bug, it's a feature.  At least I think so - it's because of 
the default 'staff-affinity to the top staff.  See the attached file 
with 'staff-affinity = #CENTER.  You won't change the 'minimum-distance 
for each system in a real-world example, so IMHO it'd be a very minor 
problem, anyway.

Still, the lyrics have a larger subjective whitespace distance to the 
staff below than the one above, probably due to the spacing based on the 
baseline.
