I think John implemented this to achieve coherent translations of the
same comment across different snippets, easily.

When the KEEP LY method appeared, we were strongly warned not to
spread its use in every place, it allegedly slowed down compile of
docs very much because the same snippet had to be processed in every
language. If time/resources is not a problem, I'd go on this,
personally I'd like more localized snippets here and there.

Maintainability is what concerns me.
