They're created during the build by bibtex.  This was already
required for doc-building (for Essay), so no change there.

It's unfortunate that bibtex is now required for building the
website, but it was already installed on lilypond.org, and I
couldn't justify the time to look for / argue for other solutions.
We could always revisit this later, anyway.
