They're both related to issue 620, though the collision with the
barline in #631 is an extra complication.

No. That issue was easy to remedy, since the NoteColumn was already
present; it was simple to extract the correct object (rest) to align
to.
In the case of the Dynamics context or a new voice using skips,
neither can see the NoteColumn grobs from any of the voices with
`real' notes; instead, the dynamics fall on the nearest paper column
(since the Paper_column_engraver collects every item and checks
whether it already has a horizontal parent).
