lilypond-extra admin repo; people

I made a "private" (actually public) git repository for various
administrative stuff in lilypond, because I'm too lazy to make a
proper backup of this material:

It probably won't be of interest, but it's there if you want to
take a look.  I'll migrate material to the CG when it's relevant
and/or stable.

Dmytro: I ended up including the bug-squad scrape.py in there
after all; I'll apply whatever patches or pull requests you make,
if you feel like playing with git.  Or you can just send me
updated files and I'll dump them there myself.  No rush, though.


Currently contains:
- texinfo source code for GOP-PROP webpages
- email scraper for bug-lilypond to track responses
- two lists of people,
  - mentor list:

My apologies if I missed anybody; I have a terrible memory, which
is why I'm finally getting around to making actual lists for this
