Looks like a bug in texinfo. Can you try to isolate this as much as
possible? What about using the most recent version of texinfo.tex
(attached)?

Attached is a pretty minimal example. It looks as if the words in the
cartouche effectively "float" when it's not a last page, and there's an
image taking up space. It does look like a bug in texi2pdf.
Where would I put the .tex file you supplied? (Unix novice).
