make doc: cannot import name TexModule (but dblatex is now a required dependency)

This is a followup to this thread:

I used to work around the problem by removing dblatex.
But dblatex is now a required dependency (see issue 2529) and configure 
won't create the Makefile if dblatex is not installed.

Can you help me finding what's the problem?
John suggested that it could be a compatibility issue with some
xml-related dependency of dblatex on my system. I've had a look to my 
/usr/local/lib/python* packages but I can't find any package which may 
be related.

I've already run 'make distclean' and tried from scratch, but I cannot 
compile anymore.
