see in get_event_length() is a call to get the "length" property.

Right.  It gets there by "precompute-music-length" during scorification
where the real job is done by Music::get_length.  So obviously if we are
creating a Stream_event from scratch, this mechanism can no longer be
used since the respective callbacks don't work with a Stream_event.
Still, omitting duration altogether is asking for trouble since the
Stream_event is also seen by other engravers.
