is the overwhelming convention to be sure to
avoid clashes. I would say a branch without
the user name would make sense if you plan

The practice of using the dev/something branch is mentioned in the Contributors Guide, section 1.3. Summary for experienced developers, note on Git branches, "dev/foo: feel free to push any new branch name under dev/."
