The problem is not the grace but the fact that you try to break the line
in the middle of a measure.
Try

c4 c c c \break \grace d4 c2 c

instead.

This is not a bug but common notation practice.
If you wan't time signatures to only appear at start of lines, insert

\property Score.TimeSignature \override #'break-visibility =
#begin-of-line-visible

in your music.
