So, this is not `in other words'.  If there's a double bar, that
usually means a key change and you'll change the key.

It is not unusual to repeat the key signature after a clef change,
but a clef change on its own does not change the key.  If there's
little space, you probably don't want to repeat the key signature.

By the way, lily has a setting for this, whether or not to repeat the
key:  createKeyOnClefChange.
