Assuming that you are using a recent 1.7.x version, you can read the
documentation of the MultiMeasureRestNumber in the "Internals"
documentation to find out that it has a property direction that
by default is set to 1, meaning up.
Have you tried changing that property? Something like
      MultiMeasureRestNumber \set #'direction = #-1
