This is slightly trickier to find from the documentation.
Go to the section on multi measure rests,
http://lilypond.org/doc/v1.8/Documentation/user/out-www/lilypond/Multi-measure-rests.html
At the bottom of the page, click on the link "MultiMeasureRest" to get a
complete list of all properties that can be changed on MultiMeasureRest
graphical objects (grobs). Having browsed through the list, you will
find a property expand-limit that is exactly what you are looking for.
Try
\property Score.MultiMeaseureRest \override #'expand-limit = #1
