"dlopen, Win32 error 126" what does that mean and, How do I fix this,

I run:  "C:\cygwin\bin\lilypond.exe C:\t.ly" pretty basic stuff

where C:\t.ly == { c'4 e' g' } as in the manual, (plain ANSI as saved by Notepad)
No files are created and StdOut gives me this...

GNU LilyPond 2.4.2
/usr/share/guile/1.6/srfi/srfi-13.scm:159:1: In procedure dynamic-link in _expression_ (load-extension "libguile-srfi-srfi-13-14-v-1" "scm_init_srfi_13"):
/usr/share/guile/1.6/srfi/srfi-13.scm:159:1: file: "libguile-srfi-srfi-13-14-v-1", message: "dlopen, Win32 error 126"

Why does this sort of thing stuff up so frequently. I will try a clean install of cygwin,
where is the Uninstaller for that?

thanks
