You have to tell xemacs where the package is with:
(add-to-list 'load-path "d:/bin/LilyPond/usr/share/emacs/site-lisp/")
Change the load-path value to wherever is your installation.

Type 'lilypond -v' at the command prompt.

You don't have to. Just add the aforementioned directory to your load path.
