Since the \tempo command is used both to typeset the tempo indication in 
the
printed score and to set the tempo in the MIDI output, it would be hard to
make such a generalization. Actually, a few years ago, the \tempo command
only affected the MIDI output.

Your request is also closely related to tempo indications of the type
quarter note = dotted half note
Trying to support all these special cases with the \tempo command would
probably lead to a totally incomprehensible syntax whereas the trick to use
\markup is general enough to cover these and lots of other more or less
common special cases, so I actually think it's a good idea to keep \tempo
as it is today.
