An alternative might be to redefine all or some of the predefined
ornaments
in bagpipe.ly to include a spacer note at the end of the grace
notes, for example
to replace the definition
dblG = { \grace { \small g32[ G d] } }
by
dblG = { \grace { \small g32[ G d] s } }
