Yes, that's correct. Have a look at the bottom of the README. The
section called SUBMIT shows how to create patches.
For the next batch of files, please use this method. Please make sure
that you only add files to the git archive that you are actually
working on, so that you do not submit untranslated files. I had to
remove a number of english and some empty files from the new-de tree.

That is the commit comment. You can change it but it should be
informative (and in English).

Very good, but it looks a lot better to me, so I just removed the old
de stuff.
