This is one of the issues on the technical todo list.  It's
"moderate" priority, so if we're lucky somebody will investigate
it in five months.

Note that we don't want a pdf link like the NR (and actually,
the link on the NR will disappear as well); we want a page
that lists all PDFs for download and strongly suggests that
users download all PDFs.
