Just a guess, but I believe these grobs are created at the Score level:
\version "2.11.61"
\relative c' {
\override Score.MetronomeMark #'padding = #8
\override Score.RehearsalMark #'padding = #8
\tempo "Allegro" 4 = 120
c1
}
