There's no engraver in the ChordNames context to print the percent
sign; simply add the Percent_repeat_engraver:

\context {
\ChordNames
\consists "Percent_repeat_engraver"
}
}
The percent sign will appear too low, but you can shift it manually
using 'Y-offset.
