Yes, voices inside a << { ... } \\ { ... } >> structure are called
respectively "1" and "2" and ar different to the voice outside this

Add again
  \override TextSpanner #'bound-details #'left #'text = #"III"
inside Voice "1" (i.e. inside the first { ...} within the << >>.

Or you can also make this \override apply to Staff instead of Voice:
  \override Staff.TextSpanner #'bound-details #'left #'text = #"III"
