Stem lengths not consistent

In the following example, why should the length of the stem on the quarter note E in voice 3 at the end of the 2nd bar be longer than the stem on all the other single notes. It looks rather odd. Similarly, the stem on the <c a> chord in the same voice at the end of bar 1 is longer than the stem on the following <b g> chord.
