Well.. Not sure about priority. With half c' instead of whole ledger lines are
good, so i set it to low.
Yes, I would agree. Even with whole notes only a very limited range of pitches causes this phenomenon.

But i am not sure that there is any workaround.
I haven't found any, yet.
