As a convention, we always "Reply All" to ensure that responses are seen by all who monitor the news group.  I've appended your image - it's a little small to be able to see the context.  I've personally not seen one before and it's not in my copy of Gardner Read.  Is it an old symbol?

(Repeat ad lib.- a special repeat bracket used when you don't want to specify no. of repeats.)
