There are a few programs that try to convert scanned scores to something useful (e.g. MusicXML). But generally this requires much manual work after the conversion.

IIUC and you just want to improve the printed output you definitely should go for some image processing software.
If all pages have the same parameters you may use some command line tool.
Maybe Scan Tailor is worth a look.

Or  .pdf into .svg, or some sort of image file?  I got some music from the IMSLP site, it needs to be rotated and cleaned up a bit.
