There is an example showing the changes needed to set polymetric music
of the type you describe towards the end of this section of the Notation

I think that shows all you need to write a 9/4 measure against three
3/4 measures. But the main section on polymetric notation showing more
complex arrangements is here:

which explains all you need to know (I hope!)
