Can’t confirm that either on 2.18. If you’re still having the problem, then please post a complete compilable file as attachment for further checking.
One more point: I think I can imagine why you don’t use a \header block – in order to type \title instead of \fromproperty #'header:title within your markup definition. As long as you’re the only one to deal with the code, that’s perfectly fine. But it’s worth something to have code complying with the standards, so that it’s easier to read for others, or to parse by software. So you might consider nevertheless switching to the method described in <http://lilypond.org/doc/v2.18/Documentation/notation/custom-titles-headers-and-footers>, i.e. by redefining scoreTitleMarkup and/or bookTitleMarkup.
