I’d suggest to either use a \tweak command:
{ c-\tweak whiteout ##t \tweak layer 2 \< c\f }
or place it in a layout block:
\layout {
  \context {
    \Voice
    \override Hairpin.whiteout = ##t
    \override Hairpin.layer = 2
  }
}
