No, it's not quarter-tone bending. Certain strings themselves are tuned in quarter-tones. Let's say the first string would be eeh' instead of e so when you write notes on that string, the tablature has to be able to interpret those quarter-tones and return the right fret. As I understood the errors occur because those numbers are rounded up.
