Gmane is still in NNTP-only mode.  The original maintainer did not have
the resources to keep the web spam under control.  There have been
people volunteering (or at least there was a search for such people) to
put up a web-based successor (or at least a read-only interface for
reenabling the permalinks) with the same list database, but this does
not seem to have happened yet.
